Lowering Teir

If I purposely lower my teir, say from 2 to 1, for what ever reason, when I'm ready to go back to teir 2, do I need to pay for all the requirements again? Or just the cost to go to next teir?

Just the cost to go to the next tier. Career level requirements are absolute anyway.
Say you already have +5 in all three starting Characteristics for a Career, and you bought these from another Career, you don't need to put an extra +5 into them to complete your new Career. It means you're already partway to finishing this Career.
What this does mean is that, if you're clever, you can switch Careers in such a way that you only go to Careers where you already meet a lot of the requirements, and this will speed up your progress through the tiers.
