Winds of Chaos

I hope someone can help me with this.

It's driving me potty but whilst preparing for the Forges of Nuln campaign I was reading something in the background material of WFRP about a town or city which recently had imperial troops sent in and there was a tension with those happy with the new order and those who were not. I have a feeling the background text mentioned this was tied up with the Enemy Within Campaign or a cult associated with that and even had mention of the Emperor or elector who was involved in the machination. The problem for me is I can't for the live of me remember which town it was or why I was reading it!

Having speed reread the Forges of Nuln it's clearly not Nuln and I can't see it being related to Averland (which might have made some sense) but I'd still like to know if I was reading something related to the Campaign or just ended up coming across something utterly unrelated online or in a book.

Oh and if Ovid is on the new boards this is clearly some other dms and not your GM who is never confused

That must be it. I do remember reading it very late at night to try and get to sleep after playing the campaign so that will explain why it's so hazy in my mind but associated with the campaign!
