"Max: Fellowship Bonus"?, what is the benefit of taking Cat-tongued multiple times?

Once a PC has a few levels in Cat-Tongued they receive a bonus of +1SL per level on a successful test, for the talent. So a character with 3 talent levels would receive a +3SL on a successful test. A highly skilled character would find this highly beneficial.

more so since it doesn't say the lie has to involve the point of the fellowship test......all you NEED to do is be lying to them AS WELL and you get the bonus.*

The specific answer has been given already: getting more than one extra SL, on successful Charm Tests "when lying".
In general, the answer can be found on page 132, in the "Talent Format" box, third bullet point: "Talents tied to a Test come with an extra rule: For each
time you have taken the Talent, you gain +1 SL on any successful use of the Skill tied to the Talent."

Do note the difference between a successful Test and a won Test.

Success = rolling your skill score or under with the dice
Won = getting more SLs than your opponent

In other words just because you beat your opponent doesn't necessarily mean you get the extra SLs from taking a Talent more than once - you could have gotten -1 SL while your opponent got -2 SLs. That is a failed Test that still is a won Test. In the same vein, just because your Test was successful (and you got your extra SLs) doesn't necessarily mean you will win the Test.

The PC get this bonus already as soon as they have their first level of the Talent.
