College wizards have Witchsight; they'd know if a mutation was magical (read: Chaotic) or not.

then we're back to square one with "Would the average Imperial citizen even beleive the College Wizard?" especially if there's a witch hunter disagreeing with him. lynching's aren't exactly rare in the empire (home of the pancky serf).
