NPCs with Luck Talent

Am running The Horned Rat at the moment and noticed that the Clan Eshin Assassin and one of the Mages has Luck Talent.

I'd always been of the opinion that Fortune points were for the PCs only.

I take it this means that NPCs can, in some cases, get Fortune points?

Of course; if not, what use would they have for the Talent?

fortune points (and the prerequisite fate points) have never been strictly "PC only" merely reserved for those capable of doing great things. obviously that includes the PCs, but it's always included notable NPCs too. what counts as "notable" has always been a matter for the GM though, really....

In a scenario like THR, fate and fortune do make sense for some characters as they're playing with the fate of the world as much as the characters.

How are you finding THR and are you carrying on from PBtT?

Played fully through the prev 3 modules (again after 20 years or so in 1E) and only just started THR. At the speed the party is getting through them I suspect I will have to convert The Empire in Flames from 1E as dont think Cubicle 7 will get their updated version out in time.

All good so far but party depending on their elven mage and dwarf pit fighter to carry most of the fights but an looking forward to the Clan Eshin assassin poisoning/corrupting/stabbing his way through them. Can almost smell the Fate points being burned by them already!

My impression of THR is very good. So I expect EiR to be good, too. Therefore I would wait until EiR is out. But it's easy for me to say, not having started TEW yet.

Yes, they're the acronyms for The Enemy Within campain modules, except EiR is Enemy in Ruins. For reference:
