Yes I would agree, although social justice in WFRP has traditionally involved anti-government class struggles (e.g. freeing the peasants of Wittgendorf, investigating taxes and town councils). It's possible that "friendly mutants" were metaphors for oppressed RW groups, but that angle doesn't reall...
