i don't think there's anything set in stone, since the taxes are set by each city's leadership- after all the empire doesn't care HOW its nobles get their taxes, only that they pay up. i've always done them on the fly, both to keep that feel of "under the surface" corruption with taxes you...

we don't know, but andy law's method seems to be to 1:include everything they can at 2:pushing back the release date like a half-dozen times and cutting into the time they have to edit the finished material for quality. they're supposedly rewriting a fair amount of it, to boot.

I recall there being a small article about using Ogres as playable characters, but i'm having trouble finding it just now. Was this a real thing, or some fan product that i'm remembering as being much better made than it actually was? And does anyone know where it might be if it's just fanwork?

i'm not clear how using fortune/resolve for it's explicit purpose is clever, but the concern isn't that it might gain the advantage and they'll be unable to remove, it's that it's likely to gain the advantage regardless of them resetting it. if your concern is how fighting the monster is gonna go, throwing more bodies at it may not be the answer, since it can kill a hit of them and get a big advantage stack making trying to fight it pointless. you might want to telegraph something to drop on it and stun it if things are looking like the...
