RAW you only take into account the current class you're in for XP costs, so you would have to pay the extra hundo again. But also as-written, using the change career general endeavor waives those costs with only the 100XP cost for an incomplete class change potentially applied. so you have to do it ...

i have no idea but duchy is a bretonnian trope, so i'd say to look in that area instead of the empire. ubersriek is on the border so it would be reasonable for eastern bretonnians to have a few investments over there.
