As a GM, I'd rule that any "disguise" for an elf to pass for human would probably make the elf stick out -even more-. This would be the deeply hooded and oversized black cloak, covering one's face with a thick scarf, etc.

Without delving into spoilers, The Horned Rat and The Horned Rat Companion have all kinds of goodies waiting to be re-skinned.
