It's an option, but a character can raise Basic skills whether or not they are Career skills, it just costs more. Same with Attributes. Talents however, are typically only available through the Career.

Opposed rolls are not a problem in 4e, they are good. The basic rule is you have to have all your characteristics of the current level bought up to 10 advances, 1 talent from level 2 and any 8 of the 14 possible skills (8 from level 1 and an additional 6 from level 2) bought up to 10 advances. That's what's "RAW" is needed to advance to Wizard level 3....
