Perhaps not directly linked to your need for maps or skaven material, but try and get hold of The Oldenhaller Contract. This is the intro scenario for 1st edition and is set in Nuln. It definitely sets the tone for the city (and perhaps WFRP in general)

It seems to be a special rule for that sword and given the phrasing of "pass or never be able to draw it," I would say no.

If you want to veto that as the GM, whether any increase, or an x increase, or next level, I'd say it's your call.

I saw the cryptic post last week, which mentioned the something about the Sea Claws. I was wondering if it was implying the adventure to The New World was in the offing, but it's likely a reference to the Salzenmund book mentioned (unless they're linked...).

Depending on how far through you are, I don't think there is a big deal in putting a bit of a pause in proceedings. Certainly up to the hearing with the Graf, I think it's easy enough to withold leads for a while as characters perform endeavours. It gets trickier after that, but perhaps still doable.
