I'd have thought that 'killing' a foe can also be mitigated by the loss of a fate point instead - that's usually the case in Warhammer. Fate points are like gold dust, so the loss of one for a PC is hardly negligible.

For the first time, it wasn't a lack of GMs to run games that was presenting challenges to me as the organiser of the con, but a smaller number of players than I had expected. This was due to several regular attendees not being able to make it for various reasons, so I was forced to think on my feet...
