i'm pretty sure the reason is because pistols can be used one-handed and carried easily, so roadwardens can draw up ahd be ready to shoot without having to get out and steady a big two-handed crossbow. besides, maybe they don't own them? what if it's supplied by the state and they're expected to pay...

40k is wildly hyperbolic compared to fantasy, you can't really translate 40k reasoning over to fantasy and have it make any sense. if you wanted to cross something over you'd be better off asking about them specifically to find out if there's anything that can be salvaged than floating it as a vauge...

Opposed rolls are not a problem in 4e, they are good. Just adding that the idea is to have an Endeavours phase between every adventure, and to limit the number to 3 even if that downtime is longer than three weeks. Central to the concept is also the random events that not only provide spice (inspiration) on what your character is doing during downtime...

i'm inclined to say "two systems following the same upgrade system share the same restrictions unless they state outright there is a difference I agree with that logic. But I would start with the premise that "the same upgrade system" here is blessings -> Miracles, not Arcane Spells -> Miracles. So...
