My party didn't stop at the signal tower, and now I am confused. How can I direct them towards the tower ? They have been to Devil's Bowl already, I really have no clue.

They are chasing Etelka Herzen who passes through Kemperbad. Let the Party find clues that she has gone to the tower right from there.

yup, basically give them clues which lead them back e.g. herzen's bag from the drowned horse or Dagmar's bag in the cave
