Good luck with this. There was a copy of Tetsubo sold as fanzines in the early 2000s - Rob Rees published it with Carnel. Presumably this has been completed and updated from what was in there (obviously with a different system)?

I could be very wrong on this, of course. If so, pirates could be limited to the wider and more remote stretches of the river. The River Patrol are probably no more effective than the Road Wardens on the roads I.e. not very.

"Structurally" it is similar: Assassination->Quest for Hammer->Kill Daemon, save Empire - that is boiling it down to its most basic elements. However, those elements are very different, the assassination phase has a much bigger lead in incorporating the plot hooks from the earlier install...
